Bumper on my '99 hollow?

Hi.

I've got the bumper cover off to do some off-season maintenance, as well as remove the a/c on my HPDE car.

Does anyone know if the black bumper thingy located behind the bumper cover is hollow?

Is the actual front bumper on my '99 hollow?

Please help.
